This area is comprised mostly of National Forest in the Bighorn Mountains and some high plains desert and large ranches. Located in the north central part of the state, this unit contains expansive amounts of public lands. Good numbers of elk are found here and success rates tend to average fairly high.

This is an area of moderate/rugged terrain, with elk located throughout. This large area has a lot of country for hunters to hunt. Roads are present throughout the area and can make it challenging when trying to locate secluded areas.

This unit has many square miles of mountainous elk habitat. Long, timbered ridges with deep grassy valleys are found throughout this area. Terrain gradually gets rougher as moving from southern portions to the north. Most areas are fairly easy to hike and cover ground but physical preparation will still be very importnat.

Public access in this unit is excellent and several well-maintained roads, a network of forest roads and smaller two-track roads allow hunters to access areas where elk can be found. Some roads are passable only with four-wheel drive or ATVs. Packing in with horses or backpack hunting is possible, but day hunts are more common. The area is bordered by the Montana state line on the north, Interstate 90 on the east, U.S. Highway 14-A and Forest Road 16 on the east and the divide along the top of the Big Horns on the south.

This unit is dominated by coniferous forest, willow filled creek bottoms and expansive grasslands and sagebrush. Pockets of aspen can be found throughout the unit.

Sheridan is the nearest town and offers several options for lodging, groceries, gas, sporting goods and other amenities. Camping is allowed on all public ground for up to 16 days in one location. Hunters can also camp in remote locations. Public campgrounds in the area include South Tongue, Owen Creek, and North Tongue.
